Wish I could explain easily but...
Some are the result of HDR or blending different exposures to give a 3 dimensional look..

Then there is the Dave Hill effect where you manipulate layers to "pop" the contrast and highlight certain parts of the image..
Although Dave has never given up his secrets a like tutorial can be seen here.

If you are savvy with the photoshop it may work for you as for me I cheat:D
I use a plugin called Lucis Art and a Noiseware filter from Imagenomic to achieve the effects I like, albeit I tend to "over doo" the process sometimes I get lucky.

I use the PS term loosely, I use Elements 6 and plug ins..
I tried CS 3 and honestly I am too damn old to work that hard (suffer from CRS)..

I use the plug ins (they are hard enough for me to master) but if you want to mask layers in PSE you can try this

Today I introduce August Bradley a Los Angeles-based advertising & magazine editorial photographer whose work is second to none..
If I were half as good I would be posting from my studio and not a Wal mart parking lot in Grove City OH:(
Yes he uses a lot of PS skills but if you look closely his work is spot on out of the box from conception, make up, lighting and composition it is truly art in my book..
